Public administration plays a significant role in socio-economic processes, and its adaptiveness and effectiveness is defined by professional skills of its public servants (including the personal features of the latter).

Public servants’ performance is determined not by creation of material goods but by satisfaction of population’s needs. Scholars emphasize the necessity of favorable environment for public service, which will help attract the most professional personnel. The results of surveys conducted in previous works will be used for the analysis of public servant’s needs. The expected result of this research is the confirmation of the hypothesis, which is formulated as follows: Russian system of public administration’s personnel can neither satisfy the prospective need for human resources nor establish the dependence between institutional characteristics of public servants’ working environment and the effective performance of public administration in Russia.
