Project-Oriented Model of Public Administration: Key Competencies of Managers

Project management allows work to be organised within the framework of a temporary team of industry experts with unique competencies. To achieve a synergistic effect is possible thanks to the efforts of the project manager - a specialist in the field of management, who has a number of competences that allow him to work in flexible conditions, organise a temporary project team around himself, delegate and monitor, motivate and help - fulfill all the functions necessary for successful achievement of the goal. Project management has found a response in the public sector. Approbation of this methodology within the framework of the bureaucratic system in its pure form is impossible, to ensure successful integration, the methodology needs to create a special version, oriented towards state bodies. The research question of this scientific work is the optimal model of competencies inherent in the project manager within the public sector.
