Project Management in Public Sector Organizations

The implementation of project management in public sector organizations is one of the most urgent and key tasks of the Government of the Russian Federation in recent years. However, despite the actively undertaken actions to transfer state authorities to the concept of project management, today the implementation of project management is not being implemented effectively enough. Like any organizational change, the implementation of project management is faced with resistance from the staff. Identifying the key factors that influence this resistance in public sector organizations, and formulating recommendations for their overcoming, was the goal of this work. Object of the study: resistance of personnel in the implementation of project management in public sector organizations. The subject of the study is the factors of such resistance. The work involves the use of a number of research methods: analysis of literature and regulatory sources, questionnaire survey, secondary analysis. The scientific novelty of the work is to analyze the factors of resistance to the introduction of project management by employees of public sector organizations. Identifying and overcoming these factors will make it possible to transfer state authorities to a new level of management more successfully and effectively. The presented work includes an introduction, 4 paragraphs in two chapters and a conclusion. The theoretical part of the study is the introduction of project management in public authorities as an organizational change. In the practical part, the results of the survey are analyzed, conclusions are drawn about the significance of the resistance factors of different categories from the point of view of employees and managers.
