Problems of Municipal Management of Agricultural Lands

This research paper focuses on issues encountered by municipal authorities in the process of agricultural land management. The objective is to identify these problemsБ to highlight the main factors causing these issues and to describe informal management practices, if any. The research uses mixed methods, including in-depth semi-structured interviews with local authority representatives and farmers, analysis of legislation and practices, both legal and informal. As the result, systematic analysis of the main land management issues on the local level is made, revealing the real situation, identifying its causes and suggesting ways of improving the legislation base in order to make land management more effective and development-oriented, coherent with local authorities’ capabilities and needs.
