This work is devoted to the problem of choosing between paid and pirated content on the Internet. Some use only free services, while others prefer to use only legal content, and others in general combine. In this paper, we understand how people make their choice, that is, justify it, namely how Moscow young people between the ages of 18 and 29 do it. It is important for us to understand what is the basis of their choice. As a result of the qualitative research it was revealed that some informants have certain principles that help them make a choice. On the other hand, there are also such users who are based on the convenience and cost of using content, thereby making the most rational choice.
