Development of Decision Support System for the Evaluation of Competitive Bids, with Considering of the Publication Activity of the Applicants

Abstract 75 pages, 7 tables, 19 figures, 38 sources The title of master’s thesis is “Development of Decision Support System for the Evaluation of Competitive Bids, with Considering of the Publication Activ-ity of the Applicants”. The paper considers analysis of current situation in the sphere of scientometrics. Also, criteria, indices, and formulas for publication activity assessment. Moreover, analysis of tools for decision support system was carried out as well as existing solutions for publication activity assessment were observed. As a result of research, a decision support system was de-scribed and developed. Description includes technical details of realization. The thesis consists of introduction, two chapters, and conclusion. In the intro-duction the relevance of the topic is substantiated, the goal and objectives are set, and scientific novelty is described. The chapters consider theoretical and practical aspects on the topic of the research. The theoretical part includes gen-eral methods for scientific activity assessment and indices of scientific activity. In addition, methods of decision support based on information technology, da-ta upload, and calculation of preliminary assessment are studied. In the exper-imental part, applicable methods for system development and possible ways of the most appropriate methods implementation are reviewed and chosen.
