Fiscal Incentives and Economic Growth in Russian Regions

This work is a study of the impact of intraregional decentralization and fiscal incentives of municipalities on the economic growth of Russian regions. The first Chapter includes a brief description of the budget system of the Russian Federation and the basic principles of the efficiency of fiscal federalism. The second Chapter is devoted to the analysis of trends in fiscal federalism in the Russian Federation. The third Chapter provides evidence of hypotheses about the positive impact of intraregional decentralization and fiscal incentives of municipalities on the regional economy growth and shows the sustainability of the results. The work includes an analysis of the impact of Federal and regional transfers on the GRP per capita growth in regions with the presence and absence of intraregional fiscal incentives, which was not done in previous studies.
