The structure, main directions, problems and perspectives of the development of the state system of long-term medical care and social and medical services for chronic patients, the disabled and the elderly in Russia are described. The procedure for providing financial support for the development of the state system of long-term medical care and social and medical services is defined. Theoretical models of long-term medical care for chronic patients, disabled and elderly people used abroad were described and the possibilities of their use in Russia were considered. An analysis of the specifics of the organization and management of the provision of long-term medical care and social and medical services for chronic patients, disabled people and the elderly in Russia (based on the example of stationary institutions) made it possible to determine the approaches to the concept of organization of long-term medical care and provision of social and medical services for chronic patients, disabled people and the elderly.
