The modernization of the health care system in the specified areas accompanies by an increase in the efficiency of the higher Executive authorities in the field of state control of quality and safety of medical care through the introduction of the risk-based approach. The main objectives of the reform are defined. They are to increase the level of protection of the values protected by law, rationalization of sources, reducing the costs of controlled entities through the systematization of powers. The analysis of the legal framework and the interviewing of medical staff and health managers shows the possibility of identifying preliminary opportunities for the use of the risk-based approach in the health care system. These include the development of the internal quality management system of medical care; introduction of a differentiated approach to the assignment of risk categories and individual accounting of the possible frequency of negative consequences, provided that the mandatory requirements are not met. These actions will form an environment for the rational conduct of control and supervision activities. It is required to shift the paradigm from quality control to an integrated quality management system with international standards.
