Russian NGO’s Receiving State Funding: Comparative Perspective from 2013-2017

Oppressive policy towards Russian civil society made possible by the recent laws raised a question whether the annual presidential grants for development of civil society could also be utilized by Kremlin to cultivate specific form of civil society. Project applications applied for 2013-2017 presidential grants were investigated employing methods of quantitative content analysis. Despite gathering extensive description of presidential grants competition and detecting significant differences between 2013-2016 and 2017 contests, no firm evidence was found that would support the idea that presidential grants competition strictly follows model of state – civil society relations described in literature.
