Healthcare Rationing through Waiting Lists

This dissertation raises a problem of health care rationing. Theoretical aspects and ways of rationing are given. This work reveals the essence of explicit and implicit rationing, and substantiates the need of the explicit one. Among the ways of health care rationing special attention is paid to waiting lists. An overview of approaches to maintaining waiting lists is given. The empirical research is devoted to the severity of the waiting time problem, the regulatory framework of waiting time for medical care, and a detailed analysis of regional electronic waiting lists.
