Strategic Directions of Rehabilitation Help for Children and Youth in Russia

The increase of the accessibility and quality of rehabilitation care is one of the most significant areas in terms of improving the health of the nation. This study aimed to analyze the main problems and prospects of the development of rehabilitation care for children and adolescents in the Russian Federation with indication for the upper limbs prosthetics, as well as the development of recommendations for improving the organization of the most actual areas in the field. To achieve the goal method of participant observation for 2 years, 20 in-depth interviews with experts and 20 in-depth interviews with parents of children with indication for the upper limbs prosthetics were used. The main research tasks were fully accomplished. Among them is a comprehensive analysis of foreign experience and the structure of the market for rehabilitation services for children and adolescents in Russia, as well as a study of the position of the expert and parental community on the current status, main problems and prospects for the development of rehabilitation of children and adolescents with indication for the upper limbs prosthetics , examination of the results . The systemic and structural reform of medical rehabilitation, the development of the regulatory framework for the provision of rehabilitation care, improvement of the human resources, attentive work with the parental community, and stimulation of the participation of private medical organizations in rehabilitation of children and adolescents have been chosen as the most promising directions of the development. Recommendations and sets of measures have been specifically developed for each direction.
