Implementation of Public-private Partnership Projects in Health Care: Opportunities and Limitations

Graduation qualification work on the topic «Implementation of public-private partnership projects in health care system: opportunities and limitations» contains an introduction, three chapters and a conclusion. The introduction contains justification for the relevance of the selected topic. Here, the goal and objectives of the research are formulated, the object and subject of the study are indicated. The object of research work are PPP projects in the health care system. The subject of the study is the existing opportunities and limitations for the implementation of PPP projects in the Russian public health system. The goal of the study is to identify opportunities and limitations for the implementation of PPP projects in the health sector in the Russian Federation and develop recommendations for their further implementation. First chapter is devoted to the theoretical aspects of PPP and the issue of the appropriateness of PPP application in the Russian public health system. The first chapter also contains the legislative and regulatory framework for PPPs. In the second chapter, PPP projects in health care are considered: foreign experience and Russian practices. At the beginning of the third chapter, the author put forward the hypothesis that: "There are more restrictions for the development of PPP projects in the health sector in Russia than opportunities", and further was made a SWOT-analysis of the opportunities and constraints for the development of PPPs to the Russian public health system and made some recommendations. The conclusion contains the forecast, the main conclusions and proposals on the application of the PPP mechanism in the sphere of public health in Russia and the key directions of its development.
