It's no secret that land in cities is a limited resource. However, many land plots in cities are in federal ownership. To increase the effectiveness of the use of such inefficient as well as orphan sites, recently the powers of the Unified Development Institution in the Housing Sector were transferred. This work is designed to identify the main problems in the mechanism of involving land plots that are in federal ownership, using the example of Unified Development Institution in the Housing Sector.
