The relevance of the topic is due to the fact that banks are large financial institutions, whose main activity is the attraction and placement of funds, as well as the conduct of settlements. Large banks have an impact on the financial system in the country as a whole, and are an integral part of it. Therefore, as a result of the bankruptcy of the bank, not only customers of the bank-organizations and individuals-suffer, but also the plans of its main contributors. Currently, there are a number of problems that concern the transparency of bankruptcy procedures and liquidation of credit institutions. Given the precedents of deliberate bankruptcies of Russian banks, it is believed that the Central Bank should take control of the situation at the earliest stages of financial problems of organizations, and owners should be responsible for the fate of the financial and credit organization entrusted to them, up to taking part in the restoration of its capital and repayment obligations.  One of the main tasks is the improvement of the procedure for the rehabilitation of financial and credit organizations and the prevention of bankruptcy in the early stages.  The purpose of the thesis is to analyze the methodology for preventing the bankruptcy of financial institutions and the factors that influence the decision to reorganize a credit institution.  To achieve these goals, the following tasks were set:  1. To clarify the concept of bankruptcy for financial and credit organizations.  2. Analyze the legal system for regulating the insolvency of a financial and credit organization.  3. Investigate the mechanism of state regulation of the reorganization of a financial and credit institution.  4. Identify the main factors that affect the decision on the rehabilitation of financial and credit institutions.  The subject of the study is commercial banks facing the problem of insolvency.
