The well-being of citizens of any country depends primarily on the number and quality of infrastructure facilities. It is obvious that in times of crisis, the state does not have the ability to implement expensive, time - and labor-intensive projects, which necessitates the involvement of private investors. In addition to the crisis, there are also a number of areas in which projects are not of interest to the state due to the high complexity or lack of sufficient human and time resources, but they can be attractive to private investors. These areas include primarily energy and transport, but increasingly include social sectors, including education. The mechanism of public-private partnership (PPP) helps to implement projects with the participation of the state on the one hand, and private investors on the other. It has gained special relevance against the backdrop of the financial crisis of 2014, and does not lose it until now. Many sectors of the economy need support from the state, in particular education.
