Association of Schools as Resource for Improving the Quality of Education (on Example of Rural Schools in the Kaliningrad Region)

This research work describes and summarizes strategies and programs to support schools with low academic results, developed and tested by foreign and Russian researchers and educational system practitioners. In the example of rural schools in the Kaliningrad region, network interaction (in the form of associating educational institutions) is considered in detail as a possible resource for improving the quality of education. Positive feedback was established between the associated schools and the level of educational results during the research. Research work shows that network interaction from the point of view of managing network models on the one hand is a professional platform for the formation of management skills, which implies the availability of professional quality solutions for working in the network form mode.
