This work is devoted to the formation of recommendations for the development of training in higher education organizations, employers in the construction industry, as well as for adults to preserve and improve existing knowledge and skills in everyday life and the implementation of professional activities. In order to determine the required competencies, a study was conducted to study the basic skills of workers in the construction industry. The work methodology is based on the theory of continuing education for adults, the competence approach in education and the international assessment of the competences of adults in PIAAC. The study established: - problems of the state of basic skills in the adult population; - problems of employment of the adult population due to the lack of certain competencies and skills that meet industry needs; - the need of higher education organizations in identifying relevant areas of training development. The development of basic skills in the framework of educational programs for additional professional education is recommended, taking into account the sectoral need for competencies in the labor market and the state of basic skills of the adult population.
