Code of Ethics as an Instrument of a Higher School Anti-Corruption Policy

Russian anti-corruption legislation prescribes the adoption of codes of ethics as one of the measures to prevent corruption in an organization. The purpose of the study is to determine the presence or absence of anti-corruption provisions in the codes of ethics of Russian universities. The sample of codes included documents published on the official websites of Russian universities that have the status of a federal university or national research university, or have the right to independently award a degree. The content analysis was used as a research method for this research. It has been found that 36% of universities have no ethical codes on their sites, which does not allow to determine whether such documents are accepted at universities. 64% of universities have placed ethical codes (from 1 to 3) on their websites and use them as tools of their anti-corruption policy. 54% of all ethical codes are placed in sections of sites on anti-corruption issues. Certain anti-corruption provisions were found in 97% of all analyzed documents. Anti-corruption provisions can be grouped into 4 main topics: “corruption and corrupt practices” (62% of codes), “prevention of corruption” (76% of codes), “conflict of interests” (70% of codes), “academic integrity” (54% of codes).
