The Education Program as a Redistributable Product: Concept of Continuing Education Program in Urban Systems Engineering and Management

The paper presents a draft retraining program "Urban Systems Engineering and Management". It includes educational program proposal, resource requirements for the program, learning strategy and tools, the conditions for providing the product for replication, and the description of support methods from developers. The pre-project study examined the state of housing and public utility sector and education market in the industry, determined the relevance of the project caused by the shortage of professional managers in the housing and public utility sector and the state of education in the industry. Taking into account professional standards, federal state educational standards, relevant general expertise for the managers are defined. Project results: proposal of the educational program for the investor and buyer, which includes the target audience, curriculum, training path, education technologies and methods, methods for results evaluation, quality assurance methods for end users, replication options, and strategy and tools for students. The practical significance lies in the development and implementation of the retraining program at the Federal State Institution "Research Institute of Building Physics of the Russian Academy of Architecture and Building Sciences" NIISF RAASN and its further replication and support in organizations providing educational services, as well as upgrading the experience level of the industry managers.
