Despite the institutional approach to studying and counteracting corruption that dominates in theoretical literature and practice, it is obvious that institutionalised forms of fighting corruption are insufficient or ineffective in some areas of the economy and public administration. Subsidy mechanisms, as part of the public financial management system, include various forms of anti-corruption measures. The present study focuses on the institutions that regulate the functioning of anti-corruption mechanisms as part of subsidising the metallurgical industry in terms of corruption factors that create favourable conditions for the use of administrative resources. The first chapter analyses the main approaches to the study of the phenomenon of corruption, conceptualises the notion of “political corruption” and outlines its main forms, identifies the main administrative resources and ways of their employment in corruption schemes, as well as corruption factors enshrined within the existing political institutions.The second chapter of the thesis is devoted to identifying the causes of the ineffectiveness of anti-corruption mechanisms in terms of subsidising the metallurgical industry. To identify them, the analysis of subsidy mechanisms for the metallurgical industry was carried out, the process of granting subsidies was examined for anti-corruption mechanisms, institutional weaknesses that prevent these mechanisms from being effective were identified.
