Ensuring the Territorial Availability of Services of Secondary Vocational Education in the Context of the Reorganization of Network of Professional Educational Organizations of the Lipetsk region

The study is devoted to the problem of the influence of the factor of territorial availability of services and objects of secondary vocational education on management decisions to optimize the regional network of professional educational organizations. The methodological basis for accounting for the factor of territorial accessibility has been determined. The method of estimation of territorial availability of objects and services of secondary vocational education has been offered. The validity and reliability of the methodology was tested on the network of professional educational organizations of the Lipetsk region. The results, conclusions and alternative management decisions obtained in the course of joint consideration of the territorial accessibility of professional educational organizations, demographic trends and trends of spatial development of the municipal districts of the Lipetsk region, taking into account the characteristics of socio-economic development of the region (strengths, weaknesses, opportunities and threats), current indicators and forecast data until 2024, are presented. The article describes the essence of the proposals on how to implement the reorganization in the "points of tension" - specific educational organizations and municipalities of the Lipetsk region. The layout of the geographic information system was developed and tested, which provides an opportunity to obtain online maps of the availability of facilities and services at the regional and Federal level. The results of the study may be of interest to the heads of regional authorities in the field of education, labor and employment, heads of professional educational organizations, researchers of secondary vocational education.
