The paper presents a review of the literature devoted to the problem of specifying the institutional role of universities in society as well as their typology, which are the main factors determining the trajectories of the development of universities at different stages of the development of the higher education system in the world and national practice. Alternative perspectives and theories of university development were considered. The analysis of the potential capacity of Chelyabinsk State University in the system of higher education at the regional, federal and educational levels has been carried out. The results of the studies form the basis of determining the prospective positioning of Chelyabinsk State University in the scientific and educational environment and generating the Strategy of its development until 2029, in which the university mission is formulated, strategic initiatives and mechanisms for their implementation are identified, and a long-term vision and foresight of key indicators of university transformation are presented.
