Transformation of Personnel Policy in the Context of Solving the Problem of Creating a Global Competitiveness of University (on the Example of Universities Participating in the Project 5-100)

The thesis is devoted to the analysis of human resources policy instruments’ transformation in the universities which aim to become internationally competitive. Firstly, the paper presents a literature review of staff policy instruments and a review of traditional and innovative staff policy instruments used at universities. Secondly, the paper analyzes the staff policy instruments of universities taking part in government-run projects to develop universities such as the federal universities project, the national research universities project, the project of supporting strategic development programs, Project 5-100, and the regional flagship universities project. Thirdly, the staff policy instruments’ transformation was illustrated by the case of Project 5-100 universities. In conclusion, the new staff policy instruments and opportunities for their replication in Russian universities have been identified.
