This paper discusses the problem of the planning itineraries for tourist cruises, which is a variant of the Vehicle Routing Problem. The tour planning problem contains specific constraints, for example, multiple time windows, possibility to change the speed of the vessel at any part of the itinerary, not mandatory visits of all nodes. The purpose of the problem is to minimize all costs, including costs for fuel, service costs and fixed costs in ports. To solve the problem, a Tabu Search algorithm was proposed, which is able to explore several neighborhoods to find the optimal solution.
