This paper illuminates strategies of dictator’s survival in conditions of economic liberalization. The main proposition of this study based on the dictator’s elite consolidation in a clan or kin-based patterns. Such a way of elite homogenizations gives him an opportunity to implement economic liberalization and reduce political uncertainty. Political elites of Kazakhstan and China has been studied.
