Homogeneity of the Political Elite As a Condition of Economic Reforms Implementation in Authoritarian States (On the Examples of Kazakhstan and China)
This paper illuminates strategies of dictator’s survival in conditions of economic liberalization. The main proposition of this study based on the dictator’s elite consolidation in a clan or kin-based patterns. Such a way of elite homogenizations gives him an opportunity to implement economic liberalization and reduce political uncertainty. Political elites of Kazakhstan and China has been studied.
