Criterion for the Effectiveness of Parlamentary Activity

The work is devoted to the study of possible criteria for assessing the effectiveness of parliamentary activity. The author describes and reveals the existing approaches to assessing the effectiveness of Parliament. As a result of the study, special criteria for the effectiveness of the Parliament, consisting in assessing the degree of implementation of its powers by the legislature, are defined. On the grounds of the selected target approach, the author critically assesses the work of the Russian Parliament, demonstrating the consequences of reducing the efficiency of the Parliament in Russia. Based on the results of this study, legislative opportunities to enhance the role of Parliament and its effectiveness are proposed. The paper presents a comprehensive overview of the legal doctrines, research approaches and examples of practice.
