The Functioning of the Advocacy Coalition During the Regime Changing. Coalition for Civic Education after the Presidential Elections in Russia in 2000

The Advocacy coalition framework is a relatively young and well-developed theory, however, it also has white spots. One of them is related to the functioning of advocacy coalitions in authoritarian regimes and regimes where authoritarian consolidation takes place. This paper analyzes the work on this topic using the example of China, as the most studied authoritarian state. In addition, an attempt is made to investigate the functioning of advocacy coalitions in the conditions of regime transformation on the example of the Russian Federation and the coalition for civic education. According to the paper, it can be concluded that Russia and China share some similar patterns of functioning of advocacy coalitions, namely the decisive role of the key actor of the political system in shaping the policies, as well as the more favorable position of coalitions affiliated with the government in the process of competition for policy.
