Comparative Analysis of the Development of Russia Cities in the Sphere of Creating Public Spaces

This paper discusses the factors that hinder and stimulate the creation and development of public spaces in the cities of Russia. The study implemented the following steps. The definitions of such concepts as “public space”, “development of public spaces” are given. The strategy of comparison is considered, the method of qualitative comparative analysis (QCA) is used to compare cities with each other and to identify factors. To answer the research question, theories such as social capital theory, interest group theory and democratic theory were taken into account. Also in work examples of projects on improvement at the federal and regional levels are given. In general, research is focused on the implementation of the federal project “Forming a Comfortable Urban Environment and Housing and Public Utilities”, namely on the creation and improvement of public spaces within the framework of this project. From the study you can find out what determines the success of the implementation of a federal project in a particular city in Russia and what leads to a positive or negative result when creating / improving public space.
