In this paper we consider the development of relations between Russian Orthodox Church and Roman Catholic Church, especially, their evolution from 2000 to 2019. The author aims to find the reasons behind the change of relations between two actors and its character. The application of liberal theory of the international relations helps to highlight the main factors of relations between these actors, for example, their doctrines and visions of each other, factors of collaboration, of personalities of primates, of the internal development of each Church and the influence of Ecomenical Orthodoxy. Furthermore, we especially pay attention to the interests and problems of actors in their bilateral relations. The author concludes that despite the fact that there are problems and contradictions in the bilateral relations, we could approve that the relations between Russian Orthodox Church and Roman Catholic Church have improved because of the growth of interdependence, expansion of their international cooperation, for example, in the spheres of common opposition to secularism and in the common protection of traditional values; because of the resolvement of some of their conflicts and becuse of their mutual aspiration to the dialogue and reconsiliation, determined by their social doctrines
