The problem of training management personnel that would meet modern requirements is increasingly relevant for the public service system. More and more educational programs for public servants are becoming aimed not only at the formation of professional competencies, but also at developing leadership and managerial skills. At the same time, the effectiveness of educational programs directly depends on how accurately the educational needs of public servants are determined. Formal referral of students to educational programs leads to low motivation and insignificant educational effect of the training provided by participants. Accurate determination of the development zone of students, the determination of their educational needs allows to increase the effectiveness of training by directing civil servants to the programs corresponding to their competencies. Thus, the issue of the implementation of educational programs is directly related to the quality of the selection of an educational program for a specific student.

Student Theses at HSE must be completed in accordance with the University Rules and regulations specified by each educational programme.

Summaries of all theses must be published and made freely available on the HSE website.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree. After a thesis is published on the HSE website, it obtains the status of an online publication.

Student theses are objects of copyright and their use is subject to limitations in accordance with the Russian Federation’s law on intellectual property.
