Study of Scale and Programs of Adult Vocational Education and Competence Upgrading for Foreign Participants in Russia

With the development of competition of universities in international educational markets, the need to strengthen the orientation of their programs to the needs of companies, expanding opportunities for students to acquire popular qualifications and skills, appropriate diversification of educational programs, as well as ensuring and implementing state educational policy. Programs of additional professional education are a promising direction in the export of educational services. The purpose of this work is to analyze the structure and dynamics of the market of additional professional education programs offered by Russian universities for foreign countries. The study of the directions and scales implemented for foreign students of additional professional education programs was conducted on the basis of a specialized questionnaire. 180 educational institutions of higher education took part in the survey. On the basis of the collected empirical base, the paper identifies the main participants in the export of additional professional education programs, the structure and directions of the programs implemented by countries in this market in the three-year dynamics.
