Аnnotation At the representative conference that took place in Smolny in 2018 focused on the thesis concerning the uselessness of an artificial separation between religion and power. For the first time in the past 27 years, such lofty statements were made in Russia, the country that considered being secular according to the constitution. The recognition of close interaction and dialogue between the government and religion discussed by scholars and politicians participated in this event rather attributively, without the necessary scientific justification in this case. Considering that the interaction between the government and religion is carried out in different ways at the local, regional and state levels, we attempted to study the factors influencing the construction of relations between Orthodox parishes and municipal authorities. Based on the field studies and sociological surveys of representatives of Orthodox dioceses we will identify the underlying factors, such as personal relationships and pragmatic interests, contributing to the establishment of a constructive dialogue between the two sides. The results of this research will provide better understanding of ways related to building relationships and revealing the profits both parties can receive from cooperation.
