Sustainable development is one of the most serious challenges of the XXI century. Universities have the knowledge and ability to lead the transition to sustainable development, so «green» values should be incorporated in Higher Education Institutions’ mission and practice. Especially for this, international organizations have developed a «sustainable development strategy of universities». However, in order for this strategy to work under Russian conditions, it is necessary to develop a universal algorithm for implementing this strategy. Through the analysis of the activities of the HSE - Perm and the analysis of the behavior of employees and students, this study developed a sustainable development strategy that presents elements, measures and criteria that enable the university to promote environmental behavior among people and strive to prevent negative environmental impacts. This strategy can be used as a sample for other Russian universities.
