City Library as a New Public Space. Case of the Moscow library reform of 2012

In 2012 the library reform was initiated under the leadership of Sergei Kapkov, who at that time was a head of the Department of culture. Up to this point the space of libraries remained unchanged, being associated with the "temples" of knowledge, the main functions of which were the storage, accumulation and preservation of information. The reformers announced a new course that marked the new purpose of city libraries - the dissemination of information and education. A new ideology of libraries was formulated, and according to the idea of ideological inspirers, the library space was expectad to be changed at all levels and bring the cultural institution into a number of new public spaces. The aim of the study is to analyze the transformation that has occurred with the library space since the beginning of the reform. Working hypothesis: By 2019 libraries still did not implement the idea of publicity.
