The Conflict of Interests nin Making Decisions and Implementing Measures for the Improvement of the City in Moscow Government: the Case of the "My Street" Program

This study is aimed at studying the decision-making process and the implementation of measures to improve the city, taken by the Government of Moscow. The subject of study are cases of violation of competitiveness and transparency in the implementation of the largest program for the improvement of the city "My Street". This study provides an answer to the question: what is the specifics of decision-making, which caused a discrepancy between the goals of the «My Street» program stated at the initial stage and the deliberate expansion of the program in 2017-2018? Using the methods of case study, biographical analysis, as well as a set of theoretical models (the theory of Kronism, the model of political cycles), the study describes strategies that allow deviating from the accepted social model of decision making with the aim of realizing personal interests.
