Development of Perm Urban Agglomeration

The formation and development of urban agglomeration is a global trend. Urban agglomeration should be the main link in the country's settlement system, a unit of statistical accounting, planning, monitoring, design, management. Perm urban agglomeration is a spontaneously created urban agglomeration. In 2016, the Perm city agglomeration was established legally. Since that time, there have been no documents, explanations, or news about the interaction of bodies with the aim of developing the Perm urban agglomeration. For the analysis of the socio-economic development of the Perm urban agglomeration, the methodology for constructing models for managing the socioeconomic development of urban agglomerations was used. For this work, the technique was refined. The analysis showed that the Perm urban agglomeration is one of the underdeveloped agglomerations. For its development, it is necessary to apply a catch-up scenario of socio-economic development. To obtain a positive effect from the creation of the urban agglomeration, it is now necessary to focus on the formation of the inter-municipal investment project “Integrated development of the Perm urban agglomeration until 2030”. In addition, the paper presents recommendations for improving investment attractiveness and improving the quality of life of the population of the Perm urban agglomeration.
