Exceptions Under WTO Law in the Context of the WTO Reform

The present research is devoted to the issue of exceptions under the law of the World Trade Organization (WTO) and the prospects of reviewing exception provisions in the context of the ongoing WTO reform. To this end special focus is accorded to general exceptions and security exceptions. The relevance of the research arises from a certain degree of regulatory deficiency in WTO law undermining the effective performance of the Organization, which requires a review of a wide range of issues related to the functioning of the Organization, including in respect of the exception provisions. Based on the analysis of international trade agreements, WTO dispute settlement practice and scientific research in the field of international economic law, the author provides a comprehensive assessment on the prospects of reviewing exception provisions under the WTO law and puts forward specific proposals on further development of such provisions.
