Empirical Analysis of Networking in Public Procurement

Government procurement of good, work and service are the monetary circulation sphere of huge budgetary funds.At the same time, nowadays procurement market is one of the most corrupt and it is rather difficult to track illegal actions and unfair competition. However, the network methodology can be used to investigate the relationship between participants in the public procurement market. The primary aim of this study is to consider a network approach for analyzing public procurement market, namely, the printer paper market in the Nizhny Novgorod region. On the basis of the data from the Unified Information System, our sample consists of 162 orders for a total amount of about 27 million rubles for the period of April 2017-2019.The work includes the review of existing methods for the market assessment and empirically demonstrates their performance on the printer paper market via creation graphs. As a result, in the study there is the graph visualization through which we can immerse into the environment and trace racketeering and unfair competition. In order words we show how public procurement participants interact by the case of the relations in the printer paper market in the Nizhny Novgorod region.Furthermore, it has been empirically proven that the only metric characteristic influencing the maximum value of the contract is the “importance” of the supplier.
