Represented work focuses on main issues of criminal liability for hatred or enmity, as well as the abasement of human dignity. The covered crime has a special place in a number of crimes with an extremist sub-text, which in turn pose a threat not only to individual states, but to the world itself. The work also focuses on present gaps in the law and suggests possible solutions. Special attention is paid to problems of qualification of the crime.
