Competition in the System of Public Procurement of Medicines and its Impact on the Result of the Procurement Campaign

The purpose of this work is to assess the level of competition in procurement procedures for the supply of pain medication and its impact on the outcome of the procurement campaign. The paper analyzes the procurement procedures of anesthetic medicines. On the example of purchases for the supply of drugs in accordance with the international unpatented name morphine and fentanyl in 2017-2018 the analysis of the state order market was made; the level of competition and the effectiveness of the competitive type of procedures were assessed in accordance with the subject matter of the contract. Conclusions and recommendations for the development of measures to improve government regulation in the field of procurement of pain-relieving drugs were made.
