Development of the Russian Healthcare System Based on the Principles of 4P Medicine

The implementation in practical public health of knowledge-intensive sectors of the national economy, as well as departments, technologies and resources of 4P-medicine, will allow preserving the national resource on the one hand and the precious human potential of persons under preventive monitoring on the other. The aim of the study was to study the current situation, problems and prospects for the implementation of the Russian health care system based on the principles of 4P medicine. The object of study is the Russian health care system. The subject of the research is the problems of introducing 4P-medicine tools into Russian healthcare and ways to solve them. Theoretical and methodological basis of work - Systematic reviews and fundamental works on the problems of the concept of 4P - medicine. In the course of our study, it was shown that most of the heads of state budgetary healthcare institutions heard about the existence of 4P medicine, for most of this knowledge is limited to information about the existence of this term. Prospects for the introduction of 4P-medicine technologies are complicated by the fact that in almost all public health institutions there is no special department responsible for integrating innovative services into the work of a medical institution. It is necessary to keep in mind and think over the creation of such a service very carefully. The relevance of 4P-medicine technologies is emphasized by the results of a survey of practicing medical specialists confirming the existence of problems related to the lack of efficacy and safety of pharmacotherapy in health care, almost three-quarters of which doctors believe that these problems are significant. A prospective study on the effectiveness of using one of the tools of 4P medicine showed that the use of personalized medicine tools, in particular, pharmacogenetic decision support systems, will increase the effectiveness and safety of pharmacotherapy by reducing the risk of unwanted drug reactions and pharmacological resistance.
