Although public perceptions of the self-employed have become a topic of growing interest to researchers, less attention has been given to the characteristics and prospects of various types of self-employment in Russia. The problem of the research is to disclosure the methods of governmental influence on self-employment institutes.

The present study deals with the measures of entrepreneurial success in the Russian Federation. The paper hypothesizes that cooperation between the state and the self-employed population is more effectively organized by the regional authorities than by the Federal ones. The most effective way of interaction between regional authorities and self-employed citizens are programs to support self-employed and their social protection.

Firstly, in the work the main ways of government regulation of labour market are examined and analyzed in context of self-employment. Then the graduate qualification work compares the patterns of self-employment in Russia and the experience of foreign countries. Besides, different taxation schemes and their influence on the institutes of self-employment are considered on the example of Russia’s and USA’s self-employment system. Finally, priority areas of work are identified and constructive proposals for further regulation of self-employment are formulated.
