The Structure of the Fuel Market in the Russian Regions: Analysis of Public Procurement

The effectiveness of public procurement largely depends on the number of participants in the competitive procedure of their qualitative composition. However, it is quite difficult to ensure the necessary level of competition at the auction. Especially in a situation where the number and composition of the participant is limited by the market structure. This paper deals with the question of how the structure of the fuel market and the prices of government contracts are related on the example of fuel purchases in several regions of Russia, and shows that the monopolization of private markets leads to higher prices for government contracts in these regions.
