The first method includes the analysis of statistics on the number of municipalities over the past 12 years, data collection from online resource Factiva to analyze the public image of the mergers of municipalities The second method includes the study of territorial transformations in the Nizhny Novgorod and Kaliningrad regions. The study revealed that territorial changes affect regional and local authorities, as well as the rental and active population.
