The Legal Regime of Subsidies From the Federal Budget

Author considers the legal regime of the subsidies from the federal budget. The aim of the research is to study the topical issues of the application of legal norms concerning the status and circulation of subsidies from the federal budget. The tasks of the work are: 1. A systematic study of the norms of budget legislation; 2. Generalization the types of subsidies and studying their legal regime; 3. Identification of contradictions of the legislation. 4. Drafting a federal law on amending the Budget Code of the Russian Federation. Conclusions made in the process of studying the topic: 1. Subsidies that are not named in the Budget Code of the Russian Federation constitute a separate type of subsidies; however, they play a role in budget equalization; 2. All types of subsidies correspond to the signs of gratuitousness, irrevocability, however, not all subsidies correspond to the characteristic of an inappropriate orientation.
