Today the market of paid medical services develops dynamically and every year only grows. This is due to the fact that in the context of reforming the budget of health care is becoming increasingly important paid medical services. In a difficult economic situation for public institutions, paid medical services — is an additional source of funds. The lack of funding for health care facilities has led to the development and implementation of increasingly effective models for the organization and promotion of health services in the market. The sphere of paid medical services has always caused ambiguous attitude to itself: on the one hand, there is nothing illegal in this, on the other hand – the availability of paid medical services is often considered by citizens as an attack on their social guarantees. However, from paid medical services, including in public health institutions, will not go anywhere – they will exist in the foreseeable future. Therefore, the state did the right thing, taking, finally, for a serious regulation of this sphere. Insufficient financing of health care at the expense of budgetary funds and funds of the compulsory health insurance Fund lead to a forced measure in the form of the introduction of the provision of medical services for a fee. The imperfection of the processes associated with the provision of paid medical services leads to the fact that health care institutions are often faced with ambiguous situations that are not always possible to resolve correctly. The legislation in this area is quite complex, represented by a number of Federal laws and regulations. Currently, we can say that it is not perfect, because it changes quickly enough. Among the main tasks of the state in the field of health is to attract extra-budgetary funds. Paid medical services in the near future to be as a forced measure, but as necessary in order to balance the income of budgetary institutions. The absence or low proportion of paid medical services in a particular institution is not a guarantee that the rights of citizens to free medical care are not violated in this particular institution [12]. Because the financial deficit, which is present in our time, and the inability to make the necessary amount of money officially generates shadow payment "in the pocket". Therefore, official paid medical services are a serious measure aimed at preventing shadow payment. Without providing paid medical services, health care institutions deprive themselves of the opportunity to receive the additional income that would improve the provision of free medical car.
