This paper investigates the EU's foreign policy towards the CARs during the period of civil wars in 2012-2014 and in the postwar era from the standpoint of neocolonialism. In this study, we try to prove that the EU neglects universal values (democracy, human rights, sustainable development) and acts in a neo-colonial manner in a case of overcoming the crisis of the state institution in the RCA. The main focus of this paper is to perform a critical analysis of the institutions and instruments of multilateralism, which are being used by the EU to implement the foreign policy agenda in RCA. We put an emphasis on four main dimensions where a neo-colonial form of control typically exists: economic, political, military and cultural ones. The conclusions reached by the study prove the viability of our hypothesis, and confirm that the EU adheres to and implements a neo-colonial foreign policy towards the RCA.
