The Issues of Migrant Workers in the Prism of the Policy of Municipal Authorities

The purpose of this work is to explore the activities of the municipal authorities, related to the administration of relations between shift workers and locals from the one side and employers from the other in two industrial regions - Khanty-Mansi Autonomous Okrug and Yamalo-Nenets Autonomous Okrug. The study requires the use of two qualitative research methods - semi-structured in-depth interviews with municipal authorities, vakhtoviks, local citizens, employers and field observation. The expected results will show how strongly the municipal administrations are involved in the regulation and accounting of internal labor migrants, what the gaps in the municipal and migration legislation are, how vakhtoviks influence the economic and social situation in particular industrial municipality
