Evaluation of the Mechanisms of State Support for Scientific Development in the Arctic Region (on the Example of the Republic of Sakha (Yakutia)

The USSR was the indisputable world leader in the field of scientific research in the polar region, so 30-40 years ago, unlike in other countries, the USSR had entire integrated programs for supporting and developing scientific activity in the Arctic region. However, Russia managed to almost completely lose all the scientific potential in the region. This work is an attempt to identify current problems in the research field in the Arctic based on an analysis of the mechanisms of the state support system and the financing of science in the Arctic region. Based on a study of national strategies and legislation of the three countries (Russia, Norway and the USA), as well as a content analysis, expert interviews with representatives of the scientific community in the Sakha Republic (Yakutia), the current research policy mechanisms of these countries will be assessed and the main priorities and trends in government support of research activities by the government of different levels. The findings of the work will have important implications for the understanding of new research directions in the Arctic zone in terms of hiring and attracting funds and new sources of research funding from both the business and the government.
